Expanding economic opportunities for clients and their customers
In 1998, a number of Industrial Loan Corporations retained Foxley & Pignanelli to assist them in reformatting Utah's banking laws to help current institutions and new companies seeking Industrial Bank charters.  Working in concert with the visionary Commissioner of Financial Institutions, Foxley & Pignanelli aggressively pursued a legislative and government agenda to foster a progressive and fair regulatory environment for these organizations wishing to expand the ability of Americans to access credit. This required a tremendous education and consensus building effort by Foxley & Pignanelli.

Today, Industrial Banks have assets of over $150 billion in Utah and directly/indirectly employ 15,000 individuals.  Foxley & Pignanelli is proud to provide both administrative and government relations support to most of the nations Industrial Banks and other financial service organizations that are leaders in providing fair and safe credit to Americans. Utah is now the 8th largest center of financial services in the United States.

Providing creative solutions to clients to resolve tough problems
In 2002, a development company expanded its residential property portfolio on choice ground straddling Salt Lake County and Utah County.  Unfortunately, the boundaries markers were over 100 years old.  As a result, some of the residential properties were split between counties. (In some homes the living room was in a county different from the adjoining bedroom.) At the time the only method available under state law to rectify this situation was a burdensome process requiring petitions, filings and other expensive procedures. The company and homeowners would have to wait years and spend money to achieve a simple boundary change.

Foxley & Pignanelli thought “outside the box” and worked to obtain legislative approval for constitutional amendment to allow for greater ease of boundary adjustments.  The firm then secured approval from a majority of voters on a statewide ballot to adopt an amendment to Utah State Constitution allowing a simple mechanism for such modifications.
